FiscalizaBSB in English
FiscalizaBSB (fiscaliza.bsb.br) is a free, nonpartisan civic initiative from Brasília with national reach. It gives Brazilian citizens the routes and methods to scrutinize government with official data: how to file a freedom-of-information request, who decides the appeal when it is denied, where each government publishes its acts, and how to read and chart public accounts without misleading anyone. The site itself is in Portuguese; this page summarizes it.
What it does
- Maps of institutions, not people. Who decides access-to-information appeals in the federal government, in every state and in all 27 state capitals; the 33 courts of accounts; the 55 public prosecution bodies; and the official gazettes of all 27 states.
- Ready-to-use instruments. Request and appeal templates under Brazil's Access to Information Law (Lei 12.527/2011), deadline trackers, a checklist of what a transparency portal must publish, and a calculator of the legal floors and ceilings of public finances (education, health, payroll, debt) that can read the National Treasury's fiscal-report API and the education spending figures each government reports to the federal education fund. A tracker keeps several access-to-information requests in one view, with every deadline exportable to a calendar, and lives only in the page address. Every PDF the site generates is tagged for screen readers. Also: a template to challenge a public tender notice before bidding opens, the national transparency matrix used by the courts of accounts (as a checklist, with no score), and plain-language guides to public works, partnerships with civil-society organizations, earmarked congressional transfers (followed through the receiving municipality, never by author), court-of-accounts rulings and the citizen's lawsuit (ação popular).
- Data tools that run in the browser. 12 charting and mapping tools, plus tools to clean, validate, join, deflate and normalize public spreadsheets, and integrity checks on the user's own files — payments, contract amendments, split purchases, tender deadlines, contracts paid beyond their value, unit prices far from the median for the same item, the share of non-competitive awards, and contracts signed while the supplier had a sanction on the federal debarment register (companies only). Each check returns rows to ask about, never a verdict. Nothing the user types or uploads leaves their machine.
- A directory of other oversight tools. Official systems and open, non-partisan civic projects, with the inclusion criterion published.
The rules it keeps
- Every claim has a source. Each map row carries a confidence level — verified, partial or probable — and says what could not be confirmed. "Not found" is never shown as zero. Each law cited is listed with its official text and the date it was read (37 norms).
- Nothing electoral, and no pages about people. No rankings, scores or voting advice; no politician is named. The scope is institutions, offices and procedures.
- No tracking. No cookies, analytics or forms; tool settings live in the URL. A strict Content Security Policy blocks third-party requests.
- Public, dated changelog. 203 changes recorded, each with date and description, also as an Atom feed.
